!vote kick on forcelisted players#23

Since my servers exist, the !vote kick command is locked to prevent abus from people.
Recently, I had the idea to put back the !vote kick, but work only if the !vote kick is against a player in forcelist.

–> It will be also a setting on the new system of forcelist, so only players in forcelist WITH the kick option enabled could be kicked (players in forcelist that doesn’t have the kick option active cannot be kicked, like normal players).

Good ideas

Additional idea: !vote kick will also work on anonymous nomads (=players that are 100% unknown by server —> not recognised by !vote scan ect).

Also a new rule will be added in !rules : abuse !vote kick without reason vs a player (he didn’t broke any !rules) will place you on the forcelist!
