Forcelist modification#9

Modify the current forcelist-system to make it more customisable, so admins will be able to define if a player in forcelist have only the chat-spam, the auto-rename, the insult-malus, the command’s restriction or another thing ONLY! of course, it will be possible to set everything, or only somes (currently, everything is aulway active for everyone, this idea have to disable specific restriction(s) to specific player)
