Anti-Lag procedure#44

Time to time, players complaint about lags, so add the !vote lag
This command will clear the server from lags and disable the majority of mods for 5 minutes.

IMPORTANT: if you abuse this command (no lag in server / not a “important” server’s lag) you can be punished (and even banned).

That also why the !vote lag will be available to certain people ONLY (supervisor+ and normal players when there is at least 1 moderator online!)
