Teamkill system improvement#115

Instead of instant adding teamkill points allow the slain an opportunity to choose to give the points or not. If the slain didn’t choose after some time (10 sec for example), the points will be given automatically. Also, if player choosed before not to give the points, server will remember it and the points will no longer be given automatically until the player will decide otherwise.
